European Union: Call for Proposals to Modernize the Education System in Azerbaijan! Deadline: 14 July 2017
The European Union (EU) is currently accepting proposals from eligible organisations for a programme entitled “Modernizing the Education System in Azerbaijan through the involvement of civil society and the introduction of inclusive education” with an aim to strengthen civic participation, governance and inclusiveness of the education system.
Lots & Objectives
- Lot 1: Inclusive Education
- To review and optimise the policy for and management of an inclusive education system, thereby increasing access to education for all children tailored to their developmental requirements and disabilities starting from an early age.
- Lot 2: Participation of civil society
- To strengthen the capacity and participation of civil society in public advocacy, service delivery, governance and monitoring in the education sector.
Size of Grants
Any grant requested under this call for proposals must fall between EUR 300,000 and EUR 800,000.
Location
Actions must take place in Azerbaijan.
Duration
The initial planned duration of an action may not exceed 36 months.
Eligibility Criteria
- In order to be eligible for a grant, the lead applicant must:
- be a legal person
- be non-profit-making
- be a specific type of organisation such as: non-governmental organisation, community-based organisation, business association, public sector operator, local authority, education institution, international (inter-governmental) organisation as defined the Rules of application of the EU Financial Regulation
- be established in a Member State of the European Union or in an accession or official candidate country or in the European Economic Area or in Azerbaijan. This obligation does not apply to international organisations
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
- Potential applicants may not participate in calls for proposals or be awarded grants if they are in any of the situations
- The lead applicant must declare that the lead applicant himself, the co-applicant(s) and affiliated entity(ies) are not in any of these situations.
- The lead applicant may act individually or with co-applicant(s).
- If awarded the grant contract, the lead applicant will become the beneficiary identified as the Coordinator. The Coordinator is the main interlocutor of the Contracting Authority. It represents and acts on behalf of any other co-beneficiary (if any) and coordinates the design and implementation of the action.
How to Apply
- The application procedure consists of two phases:
- Concept notes
- Full applications
- In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
Eligible Countries: Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, the UK, Azerbaijan, Iceland, Liechtenstein and Norway.
