UNDP/Lebanon: Empowering Vulnerable Youth and Enhancing their Employability, Deadline: 2 September 2016

The United Nations Development Programme (UNDP) in Lebanon is seeking proposals from eligible entities for a program entitled “Provision of Professional Services for Enhancing Youth Employability in the area of Costal Metn, Lebanon” with an aim to expand the employability of vulnerable youth from Costal Metn area in the labour market.
Livelihoods in Lebanon have been severely impacted by the demographic and economic shocks as a consequence of the Syrian conflict. Due to the dependence on imports and services, economic productivity in Lebanon is highly influenced by regional and international shocks.
Even prior to the crisis the jobs that the economy created were concentrated in low productivity sectors and employed mainly low skilled workers, though the Lebanese education system has been generating high numbers of skilled graduates ‐ particularly at the tertiary level.
UNDP’s Livelihoods and Local Economic Development Strategy seeks to address the challenges faced by Lebanon, in light of the Syrian crisis, in relation to the deteriorating economic conditions in the country and the increasing unemployment rates, poverty levels and consequently social instability, particularly in the most vulnerable host communities.
Scope
  • Identifying and supporting at least 170 vulnerable youth to improve their employability through comprehensive vocational and technical training, including class-room based teaching, soft skills training (such as communication skills, customer service skills, computer skills, language skills, sales and marketing skills, how to prepare a CV and how to prepare for a job interview etc…) as well as paid internship placements within identified local Micro, Small and Medium Enterprises (MSMEs).
  • Giving chance to young people to gain first-hand experience on the labour market, learn new skills and create their own employment networks; they will also be provided integrated human resource services such as job matching and career counselling.
  • Intervention at the level of the MSMEs hosting the interns whereby the MSMEs will participate in workshops and awareness sessions promoting the concept of decent work, workplace requirements, occupational health and safety, legal requirements, benefits of entering the formal sector, National Social Security Fund (NSSF), labour law requirements, ethical employment approaches (nondiscrimination and exploitation, gender equality and child labour prevention) and other key issues.
  • Job seekers and employers will receive awareness raising session around strengthening gender equality in the field of employability.
Eligibility Criteria
  • A registered local Lebanese Non-Governmental Organization (NGO) with experience in vocational training and SME support.
  • Established since minimum of 5 years.
  • Economic and financial standing: total annual turnover must not be less than 200,000 US Dollar
  • Technical capacity: The Consultant has worked on at least one major project in fields related to the contract in the past three years, and in particular in the following field:
    • Provision of Human Resource/employability support for individuals
    • Technical and vocational training expertise
  • Knowledge of the geographic area in question, the consultant should have proven record of experience in the area of project implementation.
